Howdy,
The issue is not whether or not to build your own buggy,
the real question is: WHY?

Commonly, many think they can build cheaper than those store-bought models.
Truth? Build only because you are a fabricator.
You already know the first one won't be "right" but the second will be closer.

To do an even half-decent job, you'll copy the geometry of the PL buggy.

But your motives probably won't include issues like portability.
Why go to all the trouble to make the buggy dissasemble easily?
Just weld the darn thing up and let's go!

Cutting corners might lead you to believe bicycle parts are a great way to adapt without having to make the complicated bits (like a fork).
But bike components are usually designed to absorb shock vertically, while the buggy generates lots of horizontal energy.
Bike wheels, particularly, can be prone to "taco" under those loads.

So... Know yourself.
Build for the right reasons.

Most home-builders I have met, who are still buggying, ride store-bought now.
Buy a great design once and ride for the rest of your life.

Sounds like you are doing it for the right reasons then. YOu can buy wheels from just about anyone who sells buggys. Also you can probably buy the correct size bold hardware to go with them. It may cost you a bit, but like I posted above, you will have good money in it. Wide Flexifoil wheels with bearings will cost somewhere around $50 each and then shipping. Just something to think about.
