The laws in Nebraska end with a paragraph "activities not defined here are not allowed". There is no definition for kite there is one for body kite (wind powered body carrying device landing on water). The jury is out until I can get the 1 man who writes the tickets but....

What a waste of a beautiful dry lake January-April20th it is bone dry no geese to disturb (another big one here from the migration path.....) the eagles are at the far end, I could manage to stay away from them.



How do I approach this with respect and the ability to prevail/win?

an update....

this takes care of NE Game and Parks......

I have been defined as being an aqua kite operator since I can leave the water be it 1" or 100" (inches), this means a special permit per 24 hour period and not on busy days (like I want to be there on the 4th of July... NOT). Land use is OK, the buggy I did not approach, it is not motorized and the law states motorized as "not requiring muscles for propulsion" try to fly a kite without muscles, if ya can I will not use it at that location.
