This guy appears to be trolling forums, snagging email addresses and enough details about a kite you may be looking for to include that in the subject line.

I replied once and I guess the guy figured I was on to him and he never replied.

Yes He is a scam. I had a dealing with him and I did my thing and found he is here in the states and wants to take what ever you will give him.
DO NOT DO ANY BUSINESS WITH HIM. I also checked his paypal account and it is legit but not verified, and is not in his name.
I also passed the info on tho the NY Police but they are rather busy at the moment with a lot of sand. So needless to say that they dont have the time to deal with this guy.

I had one I toyed with about a year ago that wanted to buy 20 buggies from me (that I don't sell). We went all the way to the point where he gave me his (stolen) credit card information. The church school in New Hampshire was startled to find out I knew their CC# exp date, and the little code on the back of one of their master cards. I told them how I got it so they could cancel the #. They offered me a reward but I had already gotten it by yanking the rug out from under the thug.

One of the biggest things I found after my identity was stolen and after talking to the police and FBI on the subject of identity fraud and stolen CC's is DO NOT CANCEL THE CARD. Let the CC company know whats going on and pass the info on to the police. If you cancel the card the crook is gone, but if you leave the card alone the cops can monitor the transactions and catch the scuzz bucket. You wont be charged for any of the transactions because you didnt do them.
Thats how I found the scuzz bucket that stole my identity. He lived in St Petersburg, FL. If he would have left me a couple hundred bucks to my name I would have bought a plane ticket to FL and returned what was left of him to the police.

Had my CC # stolen, the Einstein, after buying a ticket from the UK to Australia decided to put his cell phone account on it with auto pay. Guess who got caught real quick.
