A glider is tow/winch launched into the wind. A buggy travels perpendicular to the wind (or downwind, if you like walking) .
Given that, I think you are going to run into some logistic/physics-based issues.
Add to that the comparitive weights and sail areas of the two critters and I could see you having some seriously ugly instances of the tail wagging
the dog.
I would appreciate it if someone would check my logic, but that's what I got at first blush. Could just be that my protractor is broken.

I have a paraglider that is about 24m. It takes about the same wind as my S1.5 17m to keep it in the air but if I was moving forward, maybe. Next
time there is wind but not enough for the 17m I will give it a whirl

Hmmm... ok.... it looks like I misread part of the original post, but it seems like you would still have the same problems with launching "a
parasailer/glider with a kite buggy".
I am definitely missing something.

I know that sometimes they fit a buggy to a paramotor. But a paraglider? maybe rolling down a hill to launch? Ok I have no clue what I'm talking
about.

well I was just thinking about having someone in a buggy using something like a phantom to pull them along...and then having a parasailer attached to
the back of the buggy to loft someone up in the air the same way they do for tourists on a lake...but buggy powered.....

Rip just posted a video of someone skim-boarding behing a buggy but I'v never heard of a parasail.
