Kite buggy legal issues that set a precedent

Can anyone tell me about specific legal issues in CA that set a precedent for kite buggying on beaches?
I seem to recall a post about that many years ago by a guy who's avitar was a cartoon character sitting behind a desk.

Hey Everyone
Several of us have been perusing this “Precedented” case for several months along with my attorney, on an issue we have here in Louisiana. Unfortunately there are absolutely no legal documents that you can hold up to law enforcement. This case was settled in chambers with the judge and no documents came out of it. This is a dead end!

Well I am glad that Brad informed you about the Mike Dooley case. After several weeks of looking into the case we found that there was not one on record.
