Anyone planning to show up this year ???
Lake effect is in progress ...... about 2' of snowfall by Saturday morning ....... A bit cold ( -20F possible ) and windy on Saturday, very light
and warmer on Sundey and more wind again and higher temps on Monday .....
I will be arriving Saturday morning probably .... Look for a Gin kites or guy with a drone .......

Is that minus 20 including wind chill or is that what's predicted to before wind chill factored in?

It's going to be -30+ wind chill near Boston.
Short answer is -20 is predicted TEMPERATURE. Forget Windchill....
Or look at chart:
Mt Washington will have -70 to -85 windchill ...
