I think most attempts are too subjective....
...as you just found out. Those ranges are just starting points and often the author is thinking about all disciplines, including
snow, where a heavy rider can hold down a lot of kite against an edge, and where some lift is welcome.

right now the 15 is a little difficult and scary to handle in the 16mph winds with 24mph gust on land but its manageable not fun though, the sweet
spot is 10-12 mph winds and no gust so much fun and this is what it was like from dec till march

Yeah 15m of anything is a bit much on land with 16 gusting to 24. With my 11 m Neo or 15 m Phantom, 8-12 mph is a nice sweet spot for lazy
park-and-rides in the buggy.
